清朝末年，大清王朝摇摇欲坠，孙中山倡导的“三民主义”之风席卷全国。陕西进步学者发动游行示威，遭到总督左善（赵纯阳 饰）的武力镇压，但革命之风已吹遍关中大地。凌云（丁莉 饰）借机做“太白山堂”堂主刘五（李亚鹏 饰）的工作，使其认清形势，刘五幡然醒悟，他秘密组织各堂主在大雁塔议事，组成旨在推翻帝制的“同盟堂”，在武昌起义之后也举行了起义，迅速占领西安城，组成新政府。巡抚瑞琦（温谦 饰）西逃甘肃，组织甘、宁清兵联军大伺反扑。刘五率新军西征，御敌于乾县以西，直到满清灭亡。窃国大盗袁世凯乱中篡权，全国形势急转直下，各地纷纷举行讨袁起义......。A mysterious application called 'Wishlist' comes into the possession of a group of teenagers.
